Purpose
To reveal the hidden rules — the real rules — that govern how a system actually operates. Stated rules describe how things should work. Shadow rules describe how things do work. This tool helps you identify the informal, unspoken, often-denied rules that determine outcomes, power, and consequences.

When to Use It

  • The stated rules don’t match what actually happens.
  • Enforcement is inconsistent or selectively applied.
  • People who follow the rules still get punished.
  • People who break the rules face no consequences.
  • You sense that the “official” rules are theater.
  • You want to understand the system’s true operating logic.

How It Works
Shadow rules emerge from:

  • Power imbalances
  • Institutional fear
  • Cultural norms
  • Avoided conflict
  • Emotional economies
  • Unspoken contracts
    Shadow rules are the system’s real instructions — the ones people follow when no one is watching.

Steps

  1. Identify the Stated Rule
    What does the system claim the rule is?
  • “We value transparency.”
  • “We treat everyone equally.”
  • “We follow policy.”
  • “We prioritize safety.”
  • “We welcome feedback.”
    The stated rule is the mask.
  1. Observe What Actually Happens
    Ask: What happens in practice?
    Look for:
  • Patterns of behavior
  • Enforcement inconsistencies
  • Exceptions for certain people
  • Outcomes that contradict the stated rule
  • Reactions to boundary-setting
    Reality reveals the shadow rule.
  1. Track Who Benefits From the Discrepancy
    Shadow rules always benefit someone.
    Ask:
  • Who gains power?
  • Who avoids accountability?
  • Who gets protected?
  • Who gets punished?
  • Who gets silenced?
    Beneficiaries point directly to the shadow rule.
  1. Identify What the System Is Trying to Avoid
    Shadow rules often exist to prevent:
  • Conflict
  • Liability
  • Accountability
  • Emotional discomfort
  • Structural change
  • Loss of control
    The avoidance reveals the system’s true priorities.
  1. Observe the Emotional Economy
    Shadow rules regulate emotions more than behavior.
    Ask:
  • Whose emotions matter?
  • Whose emotions are suppressed?
  • What emotions are punished?
  • What emotions are rewarded?
    Emotional patterns expose the shadow architecture.
  1. Track the Punishment Pattern
    Shadow rules become clearest when they are violated.
